(1) An organization may make an application to the secretariat to run a scheme of any nature or area through the fund and to provide the means and resources necessary to run the scheme.
(2) If an application is received in accordance with sub-rule (1) and if such plan is of a nature to achieve the purpose of the fund and if the resources provided by such organization are sufficient to implement the said plan, the committee may arrange for such plan to be operated in accordance with this regulation.
